Chad Clum
Chad has been performing, teaching and designing in the marching arts since the late 80’s and has enjoyed the opportunity to work along side the best in the business. He was one of the founders of OIPA and is proud to say he was there on day one. He has been involved in a variety of capacities in the organization ever since. He and his wife Liz are the founders and directors of the Phoenix Independent Winter Guard, and the owners of CLDesigns, Ltd and TheMarchingArts.com which are proud OIPA Circuit Sponsors.
GUARD VICE PRESIDENT
Brandon Arehart
Brandon Arehart
Brandon is the color guard director for the Kettering City Schools. He has recently designed and instructed programs at Kettering Fairmont HS, Fort Frye HS, Marion Harding HS and Copley HS. In 2021, Brandon served as a designer and color guard caption head at Rogues Hollow Regiment, who were the DCA class A champions and winners of high color guard. The 2021 Kettering Fairmont HS winter guard was recognized as a WGI Scholastic A World Championships virtual finalist. In 2023, the Kettering Fairmont HS winter guard was a WGI Scholastic A Finalist. Residing in Centerville Ohio, Brandon serves the Ohio Music Education Association as an auxiliary adjudicator. Brandon also serves as a choreographer and consultant for both fall and winter programs across Ohio and Indiana. During the day, Brandon is an 8th grade teacher at Kettering Middle School and recently graduated from the University of Cincinnati. He is excited to be serving on the executive board as the VP of color guard, and looks forward to helping all of the units involved!

Donnie Ross
Donnie Ross
Donnie Ross has proudly been involved with Cap City since its inaugural 2012 season, and currently serves as the Front Ensemble Arranger and Program Coordinator for Cap City and Cap City 2, along with contributing to the Visual Design package. His performance experience includes the Glassmen Drum and Bugle Corps (2007-2009) and Matrix Percussion (2006-2010). He then returned to be on staff for both organizations - Glassmen in 2012, and Matrix in 2012-2013, and was a member of the percussion staff at Phantom Regiment Drum And Bugle Corps. Donnie has performed as a clinician across the Midwest and Europe. Highlights include performing at the 2007 PAS Convention and 2008 IPE Championships in Europe.
From 2013-2019, Donnie served as the Educational Sales Director for Columbus Percussion, proudly serving the percussion education community. He is the Front Ensemble Coordinator for the Madison Scouts Drum And Bugle Corps, and is the Percussion Director and Arranger for Central Crossing High School in Grove City, Ohio.
Donnie served on the Ohio Indoor Performance Association (OIPA) Board of Directors from 2014-2019, 2021-2022, and again for the 2024 season. He has also been on the Percussion Advisory Board for WGI since 2017. Donnie is an active marching percussion judge, educator, arranger, sound designer, and program coordinator throughout the Midwest. He is proud to be an artist and endorser of Innovative Percussion sticks and mallets, Remo drum heads, Zildjian cymbals, and Pearl/Adams Instruments.

Julie Meyer
Julie has been involved in the marching arts for over 20 years, both as a performer and an instructor. Her primary instructing has been at St. John's Jesuit HS for 16 years and Van Buren HS for 10 years. She has also choreographed and provided support to many programs in NW Ohio. She is currently an auxiliary adjudicator for OMEA this is her second time serving as the OIPA Treasurer. Julie resides in Toledo, OH and is a school counselor by day. She enjoys reading, going to Disney World, and spending time with her dog, Bentley. She's happy to help in any way that helps further the circuit and its units!

A native of southeast Ohio, Becca is the color guard director for the St. Clairsville “Red Devil” Guards. During the day, she is a 6th and 8th grade English Language Arts teacher. This will be her second year serving on the board. Becca looks forward to continuing to help the circuit and all the units involved!

Dalton Stout
Dalton Stout
Dalton came to OIPA in 2019 from Nebraska, where he graduated with a degree in music education. He has been an elementary music teacher in Columbus City Schools since then, and will be the new band director at Hiltonia Middle School in 2024. He has performed with Disney, Onyx, and Juxtaposition, and became a choreographer for Onyx in 2022. In his time on the board, he hopes to continue building a supportive community that fosters the growth and education of both members and directors, as well as help keep OIPA running efficiently and effectively. In his free time, Dalton can be found practicing an instrument, knitting, tending to his plants, or playing with his two cats. Don’t be shy to say, “Hi!” as Dalton is excited to get to know and serve everyone in the circuit!

Noah Runninger is a percussionist and educator based in Northeast Ohio. He earned his Bachelor’s in Music degree in Music Performance from Kent State University. Noah is the percussion director at Norton high school and Barberton high school. He is also the front ensemble instructor for Matrix A. In his spare time he enjoys playing retro video games and spending time with his cats Mars and Apollo.
